Welcome

Thank you for visiting our consultation website to find out more about our proposals.

Catesby Estates in conjunction with HarperCrewe, a partnerships housebuilder, are preparing to submit a full planning application for the development of around 150 affordable new homes on Land off Narborough Road, Cosby.

Our vision is to plan a high quality, sustainable and well connected development providing new homes which are affordable and meet local needs and planning policy requirements.

This website provides an overview of the emerging proposals and design.

It also provides an opportunity for you to share your comments on the scheme as part of the pre-application consultation, ahead of us submitting a full planning application to Blaby District Council later in the process.

Housing Targets

These proposals are being brought forward at the time of a well-recognised national housing crisis and an imperative to deliver significant more homes across the country.

The Government published an updated National Planning Policy Framework in August 2026 with an emphasis on increasing the supply of new housing.

The aim is to deliver at least 1.5 million new homes in England by 2029.

To achieve this, each Local Planning Authority is required to have enough sites ready for development to meet their identified housing target for a minimum of 5 years.

There has been a significant increase in the housing targets for the local area, and there are not enough sites to meet the identified need for the next 5 years.

This is why this proposal is coming forward now.

The Local Plan

Blaby District is facing a significant need for new homes. The Council is currently preparing a new Local Plan for the period to 2042, which will guide future growth and development across the district.

The emerging Local Plan identifies a need to deliver 11,195 new homes, equivalent to an average of 659 homes each year, to help meet the housing needs of existing and future communities.

There is also a current shortage of land available to meet the District’s identified housing needs. Blaby District Council has confirmed that it can only currently demonstrate a 2.78-year housing land supply, below the five years required.

This means that additional suitable housing sites are needed to help address the shortfall and support the delivery of new homes across the District.

About The Site

The site is located to the east of Narborough Road which connects the village to Littlethorpe and then Narborough.

The site comprises a singular arable field. All boundaries are defined by hedgerows and occasional trees with a field ditch running along parts of the western and southern boundaries.

Existing dwellings and rear gardens belonging to properties off Brooklands Road border part of the southern boundary and Whetstone Golf Course surrounds the north and east of the site.

Victory Park bus stop, situated approximately 800m south of the site, is served by the Arriva Midlands 84 bus service, which provides connections between Leicester and Lutterworth via Blaby, Cosby and Broughton Astley. Services operate approximately every 30 minutes towards Leicester during the main weekday daytime period and hourly towards Lutterworth, with additional peak-time services

Narborough Railway Station is 1.3km north of the site and operates hourly services to both Leicester and Birmingham New Street.

To the east is the M1, with Junction 21 and the intersection with the M69 approximately 5km north of the site.

Our Vision

We aim to deliver a diverse range of affordable new housing, all designed to meet high sustainability standards. The development will be set within attractive green spaces and well connected to existing local facilities and services.

The landscaped spaces that surround the proposed new homes provide a variety of open spaces, including formal and informal green space, for recreation and for nature.

Existing trees and hedgerows will be retained where possible, and enhanced through new planting to strengthen the existing natural features of the site.

Areas have also been incorporated through the site to provide space for play and recreation as part of encouraging healthy and active lifestyle

The following sections outline the emerging proposals in more detail.

Our Proposals

The development of the site at Land off Narborough Road, Cosby would create a desirable and sustainable new neighbourhood that supports the health and well-being of residents.

The proposed development will be brought forward through a full planning application to the Council.

We have produced a Wider Framework Plan which establishes key principles for the delivery of the new neighbourhood in line with the vision.

In summary the proposals provide:

  • Around 150 affordable new homes.
  • Mix of house sizes and tenures, ranging from 1 to 4 bed houses to meet local policy requirements and identified need.
  • Children’s play area promoting outdoor activity and natural play.
  • Open green space, managed for amenity and biodiversity gains.

Technical Delivery

As part of our proposals, we work with specialist consultants to carefully assess the site and make sure it can be technically delivered.

This includes looking at things like drainage, ecology and highways.

Sustainability

New and existing homes account for 20% of greenhouse gas emissions in the UK.

Building sustainability is a key feature of delivering new homes.

The final design of the new homes would be submitted at a later date, should outline planning permission be granted, however, the broad principles for sustainability are outlined below:

Application And Timeline

We will be submitting a Full Planning Application to Blaby District Council.

A full planning application provides the detailed information needed for a local planning authority to decide whether a proposed development should be granted planning permission.

This typically includes the proposed layout and number of homes, their design and appearance, access arrangements, landscaping and open spaces, together with supporting technical assessments covering matters such as highways, drainage, ecology and local infrastructure.

Statutory consultees (eg. Environment Agency, Highways England, Natural England and Parish Councils) and local residents will also have the opportunity to formally comment on our application once submitted and registered with the Council.

The diagram below sets out an approximate timetable starting from this consultation period.

Consultation: October 2026
Planning application submission: December 2026
Planning committee determination: Spring/Summer 2027

About Us

Catesby Estates is highly regarded as one of the foremost experts in strategic land promotion and infrastructure delivery.

A land promoter focuses on securing planning permission for land and then selling it on without doing any construction or housebuilding.

Landowners choose to partner with a land promoter who use their in-house expertise and financial resources to promote land through the planning system with the aim of obtaining planning consent.

A housebuilder or developer buys land (often with outline planning permission already in place) and builds the homes.

Housebuilders like land promoters because promoters take on the costly, risky, and time-consuming process of securing planning permission.

This means builders can buy “oven-ready” sites with approvals in place, saving them uncertainty and allowing them to focus on what they do best, which is delivering and selling homes.
